Yes, Makati Downtown is possible. Chose normal office hours for Makati City. You can collect as early as 8 am. You can return the car at Makati Centre at anytime using the key-drop box facility. The Airport have larger opening hours and normally it is cheaper.

Rental car suppliers are central located at the Airport. You will receive directions to the desk in your voucher after you completed the reservation.
